Meet The Team
The Tail Waggers Task Force is a dedicated 501(c)(3) non-profit organization committed to maintaining and improving the Rockaway Freeway Dog Run, located behind the elevated A train path at Queens Department of Parks and Recreation, 83-02 Beach Channel Dr., Rockaway Beach, NY. Established in 2024 through the collaboration of passionate community volunteers, local officials, the NYC Department of Parks & Recreation, and Partnership for Parks, our mission has always been to create a safe, clean, and welcoming space for dogs and their owners to enjoy.
Our volunteers work tirelessly fundraising for the park improvements, support maintenance efforts, and educate the community on responsible pet ownership and wellness. We also advocate for adoption and rescue initiatives, ensuring that every pet has the opportunity for a loving home.
At Tail Waggers Task Force, we believe in the power of community. Through collaboration and dedication, we continue to enhance the lives of pets and their owners in Rockaway Beach.

Fred Rodriguez
Fred has been a proud Rockaway resident for the past eight years and a passionate advocate for the local dog community. As the loving owner of two adopted dogs (Max & Scoobie), he has spent countless hours at the Rockaway Freeway Dog Run, not only enjoying the space but also actively contributing to its upkeep over the years. Dedicated to creating a safe and welcoming environment for pets and their owners, we are thrilled to have him be a part of the Tail Waggers Task Force, working to improve and sustain the dog park for the community.
Vice President
Tjamal Noni
Tjamal is the dad of Roxy, a 9 year old “baby” pitbull (and a couple cats). Living in Rockaway Beach for over 25 years, and working in Television/Film as a Locations Scout during that time. He loves spending time with Roxy at the dog park and on occasional adventures around the Rockaways and beyond. Tjmal is dedicated to creating a safe and fun space for dogs and their humans. In addition enjoys grilling, baking and confectionery making.

Latanya B Hall
Latanya has been a proud Rockaway resident for 20 years and is a devoted dog mom to Teddy Devonté. With a career in finance, she balances her professional life with a love for travel and a passion for learning new things. Latanya is deeply committed to ensuring that every pup lives their best life during their precious time with us. Her dedication to the well-being of dogs and her community spirit make her an invaluable member of the Tail Waggers Task Force.

Orisha Jordan
Orisha is a dedicated member of the Tail Waggers Task Force, committed to enhancing the Rockaway Freeway Dog Run. A longtime Rockaway Beach resident and proud fur Mom to Roxie, his sweet 9-year-old Pit Bull, Orisha is passionate about ensuring a safe and enjoyable space for dogs and their families. A loyal Buffalo Bills fan, she frequents the dog park regularly, where her enthusiasm and community spirit shine through in her efforts to support the park's upkeep and welcoming atmosphere.
Marketing Director
Susan Jasper
Prior to her retirement, Susan taught English in NYC public high schools for 35 years.
Coming from a family of animal lovers, she has had two (or more) canine roommates sharing her home for her entire adult life, and, of course, all of them have been rescues. Susan is a long-time member of the Rockaway community and is active in various local organizations such as The Rockaway Women for Progress, The Rockaway Theatre Company, and of course, a valued member of The Tail Waggers' Task Force.
Social Media Director

We are currently seeking a passionate and creative Social Media Director to join the Tail Waggers Task Force team! This individual will help manage our online presence, grow community engagement, and share the amazing stories, events, and furry friends that make the Rockaway Freeway Dog Run so special. The ideal candidate must be fluent in Facebook, Instagram, and TikTok, with a strong understanding of how to create engaging content that connects with our community.

Jocelyne Matos
As a creative spirit and longtime Rockaway resident, Jocelyne brings her signature flair and warmth to the Tail Waggers Task Force as both a dedicated educator and talented event decorator. Known for transforming every gathering into something magical, Jocelyne’s eye for detail and passion for community shine through in every project she touches.
A proud dog mom to Barbie—the newest and most glamorous member of the Rockaway Freeway Dog Run family—Jocelyne finds joy in spending time at the park, where laughter, wagging tails, and friendship fill the air. Her deep love for animals and commitment to creating a welcoming, beautiful space for both pups and their humans make her an invaluable addition to our team.
